The physics act differently on multiple runs of the same build, meaning even if you build the correct way you still might fail. This, together with cost requirement is making the game really annoying. If you want to get all of the achievements this is painful unless you use a guide and hope your game doesn't act differently.

I had to consult a guide to complete a couple of levels with Excellent Resource Management though, but that's probably a skill issue on my side :)
