Counted from the reviewers’ own thumbs up/down on the 115 English Steam reviews we collected, not by the AI. Valve’s all-language rating: Mixed (141 of 221 positive).
Some reviewers feel it should not be called a sequel due to major changes from the first game. [1][2][3]

Do not buy. This was NOT made by the original developer. It's nothing like the original, and worse in pretty much every way.

A lot of other reviews here are rating this game in comparison to Rise of Industry 1. I don't think that's fair but I do think the publisher/developer made a mistake calling this a sequel. This is a totally different game and it should have been marketed as such. If you are looking for something to scratch that openTTD itch continue looking. Now on the game itself. Honestly I wanted to like it. Initially it was fun …

I'm giving this a hesitant thumbs up. I generally like the game, but it's not going to be for everyone, and the price tag feels a bit steep for what the game offers. I'll start with some negatives: 1. Sandbox is disappointing. It's the mode I play the most in games like this, I often don't even bother with the campaign past the tutorial. This is my biggest issue with RoI2 so far. The campaign consists of maps with a …

I feel like I'm going insane reading some of the reviews here. This game is really cool and if I read a thumbsdown because the devs fixed a bug on the next day or that the game "only" runs at 60 fps I think I'm out of touch with gamers today. I played both Rise of Industry 1 and this game and I am struggling to think what issue people have with this game. I mean, I can understand that some people will not like this …

Watch my playthrough here: https://www.youtube.com/watch?v=vvrewUWLfr4&list=PLHSHZJlHgjdYtIWGj821X5O5UQj2LYaq1 Be warned, this isn't really a sequel to Rise of Industry, which was also an excellent game, but one heavily focused on transport logistics and feeding town demands. ROI2 is very much its own industry tycoon game that's borrowing the brand name for a little extra marketing boost would be my guess. I really …

A lot of reviews mentioned performance/crashing issues, did not have any of those with mid range specs. The biggest issue with this game is bugs that are still present from the demo. For example, negotiating contracts will just randomly stop working, which makes the game LITERALLY unplayable. They say a fix will be deployed tomorrow for this, but that doesn't excuse how that…

I just hope the publisher skips the fake review spree they pulled with the last one Rise of Industry. negative · reviewer's own thumbsView post →I really wanted to enjoy this new game—when I first heard about its release, I was genuinely excited. Unfortunately, after jumping in, it became clear that something wasn't quite right. The technical side feels unfinished and overall, the gameplay just isn’t as fun as I’d hoped. Now, I get it; maybe if I played more, I'd understand the mechanics better. But honestly, at this point, I'm struggling to find the motivation to keep going. However, there is a lot of promise with the underlying game…
negative · reviewer's own thumbsView post →This game is great! :) I am sorry about the negative reviews. I think most of the negative feedback is coming from ROI 1 players, who were not taking the changes very well. Perhaps this game should be called someting like Rise Of Industry - Corporate relations. (!?) My review is for ROI 1 players: WHAT IS THE SAME OR ALMOST THE SAME? - great production chains. This game is still about complex, beautiful production chains. - simple transportation system. This game is still not about managing…
positive · reviewer's own thumbsView post →I am probably going to keep playing this but there are SO many QoL improvements that need to be done its ridiculous. I dont like that they took away the Interactions between the town and the company, all towns do is provide labor... thats it. I dont like that once the workers start striking theres nothing you can do except give into their demands. I dont like the fact that you cant build a water treatment plant on a river... I dont like that once you start producing water, or electricity…
negative · reviewer's own thumbsView post →It could have been great however they really just decided to cut out some of my favorite aspects. 1. No competitors on the map, not even a single one, sure the biggest difficulty of the first game wasnt the ai rather the expenses but having actual competition on the map would make such a big difference. 2. Towns are just there? no interactions seemingly besides housing for workers, I really like the idea of labour and such being a restriction but making it so that the towns cant be sold stuff…
negative · reviewer's own thumbsView post →Not sure why all the immediate hate. I'm enjoying the game but it's not the same as the first game and that's a good thing. To help you in your purchasing decision, I'll highlight the differences. Instead of plopping down countless buildings to satisfy basic production ratios, ROI2 requires a bit more leg work. You need to use your staff to negotiate land contracts, utilities contracts, worker housing, raw material contracts if you don't have them, waste removal contracts, etc. Simply placing…

positive · reviewer's own thumbsView post →The game is not smooth. Its jittery, laggy and unpolished. These kinds of management sims are basically spreadsheets with a GUI over it. The graphics and UI are a bit dated, but I am fine with that since those two things are a non-issue for me and it is supposed to be a replica of the 80s. However, what grinds my gears is how unintuitive the game design is. There are many menus you need to click through to access information and then go through the same process to use that info. For example…
negative · reviewer's own thumbsView post →Not what we wanted and expected. I was in love with ROI 1 and waited eagerly for ROI 2.
negative · reviewer's own thumbsView post →Concept is great.... The production part is great... the sales well that's bad, like really bad. Hope for a patch that streamlines the contract process till then its a don't buy.
negative · reviewer's own thumbsView post →Way too many bugs and issues for a final product release. But outside those there are some game mechanics that make this game kind of annoying to play. -Specialized logistics: You have multiple kinds of products, agricultural, industrial, mineral, liquid, gaz, timber, etc... EACH need their own loading bays. For extraction facilities, it's not really an issue. But for production facilities that need multiple kind of goods, it turns really quicklyy into a loading bay porcupine. The good news is…
negative · reviewer's own thumbsView post →15 minutes was enough to see what this is. Rise of Industry 2 feels poorly optimized and massively overpriced for what it offers. The UI is clunky, the performance is questionable, and the whole thing just feels unfinished. Instead of enjoying a tycoon game, you end up fighting the interface. For this price, the quality should be way higher. Refunded. Not recommended.
negative · reviewer's own thumbsView post →only 50 to 60 FPS on high settings even on low it's not really better (fresh map nothing buld) AMD Ryzen 5700X3D NVIDIA GeForce RTX 3060 sry that is a joke !!!
negative · reviewer's own thumbsView post →....Any positive reviews on this game are lowkey BS. The game itself has a lot of potential and I enjoyed the first one... This game is dead and broken. No updates. Freeplay is broken and you have to continuously restart until you get utilities close to eachother which can take.... forever. I only have 7.5 hours and enjoyed the scenarios. They are fun.... 34.99 for a game that is broken and not being fixed. Check discussion board before buying :).
negative · reviewer's own thumbsView post →This game is not 1.0 it’s early access asking for 35$ it’s only worth 12$ right now. The first couple maps had minor bugs but midland Texas is where it’s clear they stopped working and testing the game. Rails take way too long you don’t get told about regional connections being required until you e built everything and need to buy even more land to put pipes down. This would have been a cool map if these things were explained or just worked logically out of the box. I’m done with this game…
negative · reviewer's own thumbsView post →While I was captivated by the demo a few months back, now after sinking good 10 hours across 2 maps, I'm truly conflicted. I want to like the game, but aside from some obvious missing QoL fixes (mostly related to clunky UI), the gameplay loop still seems broken. In early game I can focus on just one single resource producer factory and import the rest. The fact the contract amounts are not always correct to the production input ratios allows me to overcompensate and import more than needed.…
negative · reviewer's own thumbsView post →never posted a review before, but thought i should warn everyone. Loved the first game, Second game is nothing like the first one and is one of the worst games i ever played.
negative · reviewer's own thumbsView post →I'll start by saying I've got over 600 hours (across Steam and Itch) in ROI and was really looking forward to this game, but it's just a letdown. - For me the key part of this game is about the production and optimising production lines, but in some cases this just isn't possible. Carbon Steel for example needs 4 tons of iron and 2 tons of coal to produce 4 units of carbon steel. Nice round numbers, sounds good. However in the first level you can't mine coal initially so have to order it in.…
negative · reviewer's own thumbsView post →The developer are frauds. Stay away from this piece of junk.
negative · reviewer's own thumbsView post →Unoptimized, buggy garbage. My main regret is accidentally leaving the game running overnight so I can't get a refund (now I have to take out my frustration in a review, SORRY GOD). However, the horrendous optimization in this game did keep my room warm while I slept. A great product if you want to convert your PC into a space heater.
negative · reviewer's own thumbsView post →Still on the first scenario, but seen enough to feel confident in recommending the game. The good: - The basic mechanics are very well explained. - The idea of complexes works well, and there’s a real satisfaction to getting one set up and running. - They’ve done a great job of making it feel retro, from the music to the dialogue to the live action stuff (weirdly gives me classic C&C vibes). - There’s a lot of content to get your teeth into (the production manual is both inspiring and scary…
positive · reviewer's own thumbsView post →This is such an awesome game. I just wish i could manufacture a product in one region and then ship it to my other regions on the map.
positive · reviewer's own thumbsView post →I've only played for 2.5 hours in comparison to > 100h on ROI1. It's a very complex game. much more than the previous one, and I find the learning curve very steep. It's hard to get an overview of what is going on and I find myself looking more at numbers and contracts than the game itself. I'm going to give it the benefit of the doubt now, I expect when I have more time in it and gain more experience with the complexities and the user interface, it might be more enjoyable. However if you…
positive · reviewer's own thumbsView post →I'm going to be honest, I sailed the seven seas and played the game for like 100 hours until I decided it deserved to be purchased. The game is great, it started shaky with lots of bugs, it clearly needed an extra month or two in the oven. But that's the past, and right now it's perfectly playable and lots of fun. The campaign scenarios are fun and challenging, more than once I had to restart to try a different strategy. So, about the game: It's a simulation where you get requests from…
positive · reviewer's own thumbsView post →I really like this game. It is a tycoon kind of game focusing on production and some logistics. There seems to be just the right amount of details in all the systems. Some other games feel like it is too much detail, especially on the logistics. This one feels just right. I really like the variety of what you can build. I've been playing the campaign instead of sandbox, and though that wasn't my first choice, the campaign mode seems to work really well. The developers are actively on Discord,…
positive · reviewer's own thumbsView post →This game is a ridiculous joke. I don't even can understand how can you consider to release this in this state of the development. It's not even half finished it's nearly 20% game. Some bug like the contract bug (you cannot create new contrats) make this game an utterly trash and unplayable. And this is only one from the many-many problem. DONT BUY IT!!!
negative · reviewer's own thumbsView post →The first game was a masterpiece. They could have just updated the graphics for the second game and released it and it would have been great. However, they changed the gameplay mechanics and the loop is just not fun.
negative · reviewer's own thumbsView post →Calling this RoI2 is a bit of a stretch. It's a different game, from a different perspective, and as far as I can tell, the solutions to problems are to apply a bit of remedial math. There's no dynamics. i'm sure I'll keep playing, because I'm hooked on giant ant farms, but what the hell happened? Overall, I'm quite disappointed.
negative · reviewer's own thumbsView post →It's a slow burn in the beginning as it takes awhile to get up to speed but once you get there it really pays off. This game has really hooked me. Here's why: It looks and feels great. They nail the 80s vibe and it's just a pleasant experience all around. There's a lot of love and thought put into the little details of the buildings, world, characters and interface. The feeling of getting your industries online and humming is challenging and rewarding. Getting a sense for the whole…
positive · reviewer's own thumbsView post →So far so good, the initial negative reviews almost scared me off, but since I enjoyed the first game a lot I decided to give it a try. Can't wait for future updates! Love the new layer of complexities, though a few things: tutorial didn't teach everything, which is fine I like to find things out myself anyways ui/ux could be better in tracking the materials No game breaking bug so far, only one i found were a few codes left on text. I'd say if you enjoyed the first game give this one a try…
positive · reviewer's own thumbsView post →first one is better. this is a buggy mess and doesnt even reach 10% of RISE 1
negative · reviewer's own thumbsView post →It hurts to not recommend this game because the core of the game is really fun, but it is missing quality of life features like pinning tabs like in the original and randomized map. It also is a bit buggy, not unplayable just inconvenient, like UI like not showing proper daily production for natural gas and number overlapping and not really navigable. The number of tonnage you assign to be shipped randomly reset to zero cause you miss deadline and overflow with byproducts. It needs some…

positive · reviewer's own thumbsView post →Awesome simulator. The game is hard (I failed the first scenario 4 times in a row LOL), but very enjoyable once you get to know the mechanics. Really digging the retro vibes and video cut scenes for the campaign. Can we get some wind farms / solar?
positive · reviewer's own thumbsView post →Pretty good game, needs upgradeability to base buildings in complexes (Better barns, better fields, better mines etc) in order to be better at scaling without the need to spam complexes and buildings, to achieve X amount of production/harvest rate The contract system, VP system, Company system, are all very unique and I personally haven't seen something like this in another tycoon game (Might be because I haven't played as many) Taking other CEO's and their subordinates to dinners, golf,…
positive · reviewer's own thumbsView post →A complex logistics and resource planning game. In the style of Anno and Tropico. Game is set in the 80s with era products. Complicated resource tree and good realistic in-game scenarios. Very much enjoying as one of the best resource management games ever made.
positive · reviewer's own thumbsView post →This is difficult. I enjoy the game but BUT there is serious issues. 1. The saved games are non stop. They keep adding more and more to the map playing. There is no continue, you have to go to the map to load. I had over 48 saves. Why can't I make a Career mode and save that way? 2. The notifications go insane. There needs to be a filter out option. 3. In sandbox I would rather have LARGE, very Large random generated maps, I can pursue and factory I wanted. 4. FLATTEN map. I try…
positive · reviewer's own thumbsView post →Loved the first game, played over 100hrs. Was excited about this one and I can't even play. I have a decent gaming PC and if I try to launch the tutorial it just crashes so I figured I would just jump straight into campaign but the game won't load. Just get's stuck in the loading screen. Not sure why he released this so early considering every person in the reviews is experiencing the same issue. Will try to play again in 3-6 months.
negative · reviewer's own thumbsView post →They have worked hard and the game runs smooth, I have not seen a crash in the past 2 days of this post so I think they covered the problem. I will edit if this changes but as for now this has turned out to be a great game, easy to learn and play. Just remember to grow slow in the beginning. By the time you get about 4 industries 🏭 going money will start to roll in. Pay attention to the water and power and create and collect your own as fast as you can. Use your influence to meet others so…
positive · reviewer's own thumbsView post →Shortly after starting my first campaign the game became completely unplayable after deleting and replacing utilities connections to a complex. A never ending stream of notification telling me that a water connection has been built prevented the game time from moving forward. I even spent a couple minutes manually closing each notification and as soon as I un-paused the notifications poured back in. This game needs further testing and polish. If the buggy and poorly thought out notification…
negative · reviewer's own thumbsView post →This is good economy game , little hard to get into and require some attention but very well made. Looking into nice future of it.
positive · reviewer's own thumbsView post →I am generally not a management game player and I did not play the first Rise of Industry, but I've been trying to branch out and when this popped up I thought I would give it a try. So far I would definitely recommend the game. It manages to have a significant depth of complexity and takes some getting used to but once it clicks its so rewarding to manage all the different aspects of your company. I'm planing to keep playing this and might even explore more of the genre.
positive · reviewer's own thumbsView post →Giving this a thumbs up. Like it! Enjoyed the 80's vibe, loved the intro VHS videos. Tutorial helped me as a newbie to the genre and I'm starting to build my industries slow, but steady. Small issue of having to restart the game, but realised I had my Xbox controller plugged in (as the KBM didn't work) Not ran into any other issues.
positive · reviewer's own thumbsView post →Rise of Industry 2 is an unexpected sequel that captures the ambition of industrial expansionism — though it occasionally bends under the weight of that same goal. The map’s design is clean and readable, with a retro UI that feels intentionally stylized rather than outdated. With no enforced deadlines, the gameplay encourages a relaxed, player-driven pace. If you enjoy management sims and just want the time and space to grow your perfect company, this game is for you. Read the full review…
positive · reviewer's own thumbsView post →Ok, rest-y rest time is over. Now to the grueling work of playing video games. Lots to do, sadly my rest cut into game playing. We got 1.0 Cyber Knights, Rise of Industry 2 and Dune to get to this week. That is the starting list anyway.

negative · reviewer's own thumbsView post →I originally didn't buy this game on release after I saw the reviews, however I am glad i gave it a try. The game is good, but it does require a different mindset from Rise of Industry 1. The contract system adds a different challenge in a genre that often allows the player to endlessly grow without any pushback. Instead on this game, you can lose a profitable contract, or a buying contract that you rely on, forcing you to rethink how you build your factories with long term planning in mind,…
positive · reviewer's own thumbsView post →Other top reviews said it best. It's Unintuitive and and laggy. I really wish I didn't buy this game.
negative · reviewer's own thumbsView post →This is a unique factory and logistics sim with an 80s flair. I find it quite charming and addictive so far, but can readily see that it might not be for everyone. It expects a lot from the player on two fronts: first, to leaf through the pages of its in-game codex to understand the specific research and buildings needed for each production chain. Second, to jive with the CEO roleplay of not being able to fulfill every objective immediately and personally, but rather needing to send people…
positive · reviewer's own thumbsView post →It seems like the developers never played the first part. They should remove the USA and use random maps like in the first game. The menus also need a lot of work. It's not relaxing to build anymore. It feels more like an overwhelming math game. It feels NOT like Part 2. I'm waiting for updates and/or Part 3.
negative · reviewer's own thumbsView post →Relaxing logistics game with a neat aesthetic. The game is based around a pretty complex logistics simulation. The complexity doesn't so much come from any one part being difficult to manage but more from having a large number interconnected systems and the fact that most actions take some amount of time to complete. This leads to a rather intricate dance of building, negotiating and signing contracts so that everything is where it needs to be when it's needed. The UI manages this complexity…
positive · reviewer's own thumbsView post →I personally really like this game - it has potential. I couldn't get to grips with the first one but definitely prefer this one. My main gripe with this one is that there's a fundamental game breaking bug with contracts that pretty much kills any form of progress because you can't sell or buy anything. They have a fix for it but rather than get that out straight away, they opted to leave players frustrated for the better part of a day. The fix is not planned to go out for a few hours still at…

Rise of Industry 2 is a game for simulator fans and those who want to spend hundreds of hours playing it. In that respect, the game delivers. The interface is clean, and there are plenty of options and scenarios to choose from. If you're new to the game, like me, the tutorial will only…

Wonderfully Realistic Business management, relationships and expansion opportunities; beset on all sides by Unexpected changes in the market, Natural disasters and much, much more. Don't bother playing this on anything other than hardest level, as it offers the best challenge reward balance. I enjoyed playing this Sim immensely & Hopefully the…
positive · reviewer's own thumbsView post →I will recommend - with one big CAVEAT! I do not like the concept and limited space of the "zones" please fix this. The first game seemed to be easy to make money, this one the tutorial didn't even make money. The game is absolutely beautiful, in depth, very well made - just some small adjustments and gameplay mechanics and it has a BIG WIN from me.
